A RuralE.Evolution indító megbeszélését 2008. november 11.-én tartották Lisszabonban.
A CONFAGRI által rendezett tanácskozás megindította a projektet az első projekt tevékenységek (az európai PPP-k elemzése és az agro-energetikai körzetek megvalósíthatósági tanulmánya a célterületeken) alapjainak az előkészítésével.
