RuralE·Evolution has published the provisional methodology for the successful implementation of public private partnerships (PPPs) in Agro-energy districts. These guidelines aim to facilitate the organization of the entire “bioenergetic chain” for sustainable energy production from biomass in rural areas. For the successful application of PPPs in agro-energy districts, their preparation and implementation should be carefully planned according to the following steps:

1. Identification of area’s needs
2. Role of Stakeholders
3. Market testing
4. Potential benefits
5. Identification of potential actors to be involved in the planning process
6. Exploration of the national legal/regulatory and policy frameworks
7. Selection of the right PPP option
8. Communication strategy to reach stakeholders & the community
PPP implementation steps
1. Set up the planning team
2. Study of the target area’s characteristics
3. Selection of suitable partners
4. Development of Business plan
5. Implementation of a Consensus Building Strategy
6. Selection of suitable technology/production plan according to local characteristics
7. Institutional Structures and Capacity building
8. Identification of the supply chain
9. Availability of the land
10. Definition of the logistic plan
11. Monitoring and reporting on results
