The Rural E·Evolution Project has reached the halfway point of its development. It is now time to evaluate it and establish new bases to put into the decisions issued from the different meetings held during the first months of the programme. This Newsletter briefly explain the local projects and update the information about Rural E·Evolution during the last period.

RuralE·Evolution has published the provisional methodology for the successful implementation of public private partnerships (PPPs) in Agro-energy districts. These guidelines aim to facilitate the organization of the entire “bioenergetic chain” for sustainable energy production from biomass in rural areas. For the successful application of PPPs in agro-energy districts, their preparation and implementation should be carefully planned according to the following steps:
PPP preparation steps
1. Identification of area’s needs
2. Role of Stakeholders
3. Market testing
4. Potential benefits
5. Identification of potential actors to be involved in the planning process
6. Exploration of the national legal/regulatory and policy frameworks
7. Selection of the right PPP option
8. Communication strategy to reach stakeholders & the community
PPP implementation steps
1. Set up the planning team
2. Study of the target area’s characteristics
3. Selection of suitable partners
4. Development of Business plan
5. Implementation of a Consensus Building Strategy
6. Selection of suitable technology/production plan according to local characteristics
7. Institutional Structures and Capacity building
8. Identification of the supply chain
9. Availability of the land
10. Definition of the logistic plan
11. Monitoring and reporting on results

7 May 2009In the field of RuralE·Evolution project, which objective is to create an effective methodology to properly implement a model of private-public partnership (PPP) in agro-energy districts, five European countries meet today to analyze an effective way to reach the objectives.
In the meeting, which takes place in Greece, partners from this country, from Portugal, represented by CONFAGRI, with the presence of the engineer Domingos Godinho, Italy, Spain and Hungary, will try to define a properly model of PPPs in agro-energy districts.

Lisbon was the chosen location for the meeting of the RuralE·Evolution project held by CONFAGRI (Confederação Nacional das Cooperativas Agrícolas e do Crédito Agrícola de Portugal).
The aim of the meeting is to analyse the development of the project and discuss the calendar for the new steps. The meeting count with the participation of technicians of CONFAGRI, such as the engineers Maria Antónia Figueiredo, Domingos Godinho, Cátia Rosas; António Baião and Patrícia Falcão.
